Who We Are
E16 CLT is Newham’s first Community Land Trust. A Community Land Trust (CLT) is an independent, community-led organisation whose purpose is to develop and manage homes and other assets — such as community centres — that remain permanently affordable and under community control.
Unlike conventional housing development, a CLT ensures that local people are in charge. Affordability is based on what residents actually earn, not on market rates, and that affordability is locked in for the long term — for current and future generations.

Our Background
E16 CLT grew out of the PEACH Housing Club — a group of more than 100 residents determined to secure a regeneration in Custom House that worked for the existing community, not just the Council. Residents feared that new homes would be unaffordable and that people would be displaced from the area. In response, PEACH Housing Club developed an Alternative Regeneration Plan, rooted in what local people actually wanted.
Since then, E16 CLT has gone from strength to strength. We have:
- Recruited over 250 members;
- Hosted events to shape our plans and build community support;
- Forged partnerships with Newham Council and other community-led housing projects;
- Secured funding from the GLA’s Community Housing Fund.
Our Current Projects
E16 CLT is now actively developing two significant projects:
| Blake Road — Nine New Homes We have an agreement to lease with Newham Council for the Blake Road site, on which we are developing nine new genuinely affordable homes. This is a landmark project for E16 CLT and for community-led housing in Newham. |
| Fords Park Road — Community Garden & Community Centre We manage a community garden at Fords Park Road and plan to refurbish the attached building as a community centre, creating a valuable new asset for the local area. |
The Board
E16 CLT is governed by a voluntary Board of Directors. As a team, the Board is responsible for:
- Setting strategy and agreeing policies and procedures for E16 CLT;
- Overseeing and managing the CLT’s projects and budget;
- Growing our membership and deepening community engagement;
- Maintaining relationships with Newham Council, funders, contractors and partner organisations;
- Keeping members informed through communications and meetings;
- Raising funds to support our work.
The Board meets quarterly. The Treasurer will also attend approximately one additional meeting per quarter, covering finance, audit or project-specific matters as required.

The Role of Treasurer
The Treasurer is a full member of the Board and plays a critical role in ensuring E16 CLT’s financial health and good governance — particularly as we move into an active development and delivery phase with two live projects.
The overall purpose of the role is to:
- Maintain an overview of the organisation’s financial affairs and ensure its long-term financial viability;
- Ensure that proper financial records, controls and procedures are maintained;
- Provide clear and timely financial information and advice to the Board.
Key Responsibilities
The Treasurer will be expected to:
Financial Oversight & Controls
- Maintain and periodically review accounting policies, procedures and financial controls;
- Ensure that financial statements comply with FCA requirements, relevant accounting standards and all other regulatory obligations;
- Periodically review bank and balance sheet reconciliations;
- Liaise with the CLT’s accounting firm and/or auditor as required.
Board Reporting & Decision-Making
- Provide regular updates to the Board on financial performance, risks and key financial matters;
- Review and approve statutory accounts, annual budgets and management accounts;
- Support the Board in understanding the financial implications of key decisions, particularly in relation to the Blake Road development and Fords Park Road community centre project.
Financial Analysis & Planning
- Carry out ad hoc financial analysis to support the Board’s decision-making;
- Advise on financial systems and processes, identifying improvements where appropriate;
- Maintain a cash flow forecast
- Support the CLT in financial reporting to funders, including the GLA and Newham Council, as required.
Person Specification
Essential
- Qualified accountant (ACA, ACCA, CIMA or equivalent);
- Commitment to E16 CLT’s mission and values;
- Strategic vision and experience of financial planning and oversight;
- Sound independent judgement;
- Understanding of the legal duties, responsibilities and liabilities of a board director;
- Ability to work effectively as part of a small, collaborative team;
- Experience of working with a small organisation or community group.
Desirable
- Experience in at least one of: housing, construction, or development finance;
- Familiarity with community land trusts, co-operatives or other community-led housing models;
- Experience of funder reporting or grant-funded project finance.
